EQULIZATION VS. COMPETITION
In the middle of argument between the government and SNU is an integrated writing exam. There is intense tension between two groups. One tries to improve educational competition by selecting straight A students through the essay test. The other asserts that the exam is against the policy of seeking equalization in public education, considering the exam as an attempt for rebirth of Bongosa.
SNU insists that the essay test is surely not a modification of Bongosa and furthermore it is never favorable to students in special-purpose high schools. The reason why the writing test is needed is because of poor distinguishability-checking functions of the existing college scholastic ability test (SAT) and school performance records.
On the contrary, the opposing ruling party and civic organizations are much worried that the writing exam will ultimately turn into Bongosa. This will eventually foment private education to thrive even more, they say.
As long as the people desire for universities of great reputation, whatsoever college admission plans will put a lid on rampant private education under no circumstances. Instead, expenses for private education will grow bigger. And the college admission plans will merely take different shapes with little improvement in sight, experts say. In particular, it is deplorable that the ongoing dispute on college entry is developing into an emotional conflict.
The ruling party says that its objection to SNU does not stem out of its hard feelings about the university but out of its steady policy to seek educational equalization. SNU indicates that the government's educational policy runs counter to its state fundamental state policy of seeking decentralization of power and autonomy. In this view, it is not understandable that the government does not recognize competition and diversity, SNU authorities say.
Now, dispute is developing into a sort of ideological conflict; keeping the current equalization and introducing competition.
