한국어에서는 '이 프로젝트에 시간을 쏟았다'처럼 방향을 나타내는 '에'를 쓰기 때문에 영어에서도 'to'를 쓰고 싶어집니다. 하지만 'put in hours'는 항상 전치사 on과 함께 씁니다. 'put in time/hours/effort on something'으로 기억해 두세요.
'Congratulations are in order'는 '축하할 일이 있다'라는 관용 표현입니다. 한국어의 '~에게'를 직역해서 'to'를 붙이는 실수가 잦은데, 대상을 밝힐 때는 전치사 for를 쓰거나, 상대방에게 직접 말할 때는 호칭으로 부르면 됩니다.
